depends on who is saying "like" is just enough...in any case he likes you (or you him) and you can be great friends but there is not a feeling of romantic attraction for what ever reason here in the US we call it being "friend zoned."

Not sure that I understand your question because of the way that you phrased it but personally, I think that guys usually say that they just want to be friends because they don't like to take no for an answer. There are exceptions. I know women that I really don't want more than friendship from and sometimes I might not be sure but friendship is enough for now and we'll just see how it goes sort of thing.
