There were only a hundred or two hundred fighters at that time and he could have squashed them before they grew and gathered strength. There were many times the CIA had Osama Bin Laden in their sights but Clinton wouldn't give the order. After the first World Trade Center bombing we should have responded just like we did after September 11th, 2001. After the multiple embassy attacks we should have responded and after the USS Cole we should have responded.
