the difference is public roads, used for transportation, are USED FOR TRANSPORTATION, which people have a NEED to do around the clock,,,

a Park and monument is not a resource people have a NEED to use 24/7 and they close DAILY in most cases, when those who WORK Them have to leave

no one works public roads except maybe cops , who work around the clock on those roads,, unlike monument and park employees..
