Right Joe  ...Plus, this article is five years old and says nothing about how our school system functions...It is not one unit, it consists of school districts...Independent units whose jurisdiction and funding are geographically defined...State and federal money is limited and most often disbursed based on performance, not need....One of the most evident reasons programs like those described in the article above won't/don't work is because they require participation and cooperation from parents who just don't give a damn about their child's education...Running schools like day care centers will not benefit anyone but deadbeat parents...Adding more programs is putting the cart before the horse...
Very astute. The article tries to compare the GI Bill success with inner city black problems, for example. The GIs were self motivated and had a high success rate. The inner city blacks have a sub-culture of poor attitude in school and low self motivation combined with low parental support and motivation... a recipe for failure.
Standards should be raised, not lowered and tolerance for bad behavior should be lowered. Money, past a point, does nothing but be wasted. It is now far past that point. Putting a halt to the 75% black teen birth rate would do more to help the black community than anything else.
