that's a difficult question because 'crime' covers so much area from non violent to violent and poverty and violent crime are hard to detach from each other as desperate and starving make for a lot of resentment and anger

and wealth and non violent crime are hard to detach because those with money and power can be very creative and desperate to maintain that money and power at the expense of others,,,


but,,,


If I could choose one OR the other, Id choose poverty but being safe from violent and non violent crime

people can be resourceful when they aren't stressed about such things, and they can come up with ways that don't require a lot of money to get through life,,,
