INVESTIGATE<, is what was at hand

evidence cant be adequately collected when someone is killed, in just one or two hours or one or two days,,,,

but if one is killed with a gun in a public area and the other is holding the gun,,that warrants INVESTIGATION and not just taking the gunmans word,,,,

from the parents perspective,, this was being brushed off as a non incident

from a prosecutors perspective, PRESSURE kept them from ignoring the honest attempt to gather EVIDENCE to decide upon how to proceed
