wait, I got it..
he felt guilty for being the (in)direct cause of paris dudes lost arm so he swore hed cut off his own arm to redeem himself and sent him the bum's arm, which is why one arm guy tossed it away however later he learned of the deceit and murdered the doc and tossed him in the river :P |

Well, as it is a couple of days later, the Doc might even have come to Paris from London, but... No, it is neither of the two. But as Paris had its maximum population around that time, that leaves just below 3 million other inhabitants of the core city... ;) |

Nobody was killed by either of the two... before you get lost, I'll just tell ya that the dead body in the river Seine may be tragical for the person he once contained, but has absolutely nil to do with the rest of the story. A mean little distraction... ;) You can disregard the corpse. |

Well, but WHY did it happen?

did the one arm man already have a new arm? was it a surgical miscue that cost dude his arm? (if yes) was that the doc who performed surgery? (if not) did one arm save doc and lost his arm in the process? if he does have a new arm, explains why he tossed it hmm brainstorming. |
