not a great idea when someone is standing there bloody and bruised and another is there with no bruising and blood all over them

to leave them alone while a warrant is obtained seems kind of careless,, in my opinion

the 'evidence' should be substantial enough, at the very least, to be able to legally detain one or the other for further investigation

No they don't its up to them to see you safely away if that's your choice above the age of 18. Warrants should be issued to protect the liberty of every individual.
