The Bomb Buried In Obamacare Explodes Today-Hallelujah!

Image by AFP via @daylife I have long argued that the impact of the Affordable Care Act is not nearly as big of a deal as opponents would have you believe. At the end of the day, the law is – in the main – little more than a successful effort to put an end to some of the more egregious health insurer abuses while creating an environment that should bring more Americans into programs that will give them at least some of the health care coverage they need. There is, however, one notable exception – and it’s one that should have a long lasting and powerful impact on the future of health care in our country. That would be the provision of the law, called the medical loss ratio, that requires health insurance companies to spend 80% of the consumers’ premium dollars they collect—85% for large group insurers—on actual medical care rather than overhead, marketing expenses and profit. Failure on the part of insurers to meet this requirement will result in the insurers having to send their customers a rebate check representing the amount in which they underspend on actual medical care. This is the true ‘bomb’ contained in Obamacare and the one item that will have more impact on the future of how medical care is paid for in this country than anything we’ve seen in quite some time. Indeed, it is this aspect of the law that represents the true ‘death panel’ found in Obamacare—but not one that is going to lead to the death of American consumers. Rather, the medical loss ration will, ultimately, lead to the death of large parts of the private, for-profit health insurance industry. Why? Because there is absolutely no way for-profit health insurers are going to be able to learn how to get by and still make a profit while being forced to spend at least 80 percent of their receipts providing their customers with the coverage for which they paid. If they could, we likely would never have seen the extraordinary efforts made by these companies to avoid paying benefits to their customers at the very moment they need it the most. Today, that bomb goes off. Today, the Department of Health & Human Services issues the rules of what insurer expenditures will—and will not—qualify as a medical expense for purposes of meeting the requirement. As it turns out, HHS isn’t screwing around. They actually mean to see to it that the insurance companies spend what they should taking care of their customers. Here’s an example: For months, health insurance brokers and salespeople have been lobbying to have the commissions they earn for selling an insurer’s program to consumers be included as a ‘medical expense’ for purposes of the rules. HHS has, today, given them the official thumbs down, as well they should have. Selling me a health insurance policy is simply not the same as providing me with the medical care I am entitled to under the policy. Sales is clearly an overhead cost in any business and had HHS included this as a medical cost, it would have signaled that they are not at all serious about enforcing the concept of the medical loss ratio. So, can private health insurance companies manage to make a profit when they actually have to spend premium receipts taking care of their customers’ health needs as promised? So am I understanding this wrong. But if I don't go see a doctor then the insurance company has to pay me back 80% of what I payed them? Then what happens if my medical bills are more than what I pay? Do I owe them? If so what's the sense of even having insurance? |

I am glad most people are descent amd think everyone deserves to see a Dr. when they are ill.
However it comepletely makes me ill to see so many heartless selfish and greedy people we realy have in this country. It realy isnt that hard to have a little compassion, one has to picture a child who never asked to be born into this world now suffering because one or both their parents lost a job. So am I understanding this wrong. But if I don't go see a doctor then the insurance company has to pay me back 80% of what I payed them? Then what happens if my medical bills are more than what I pay? Do I owe them? If so what's the sense of even having insurance? I think not. I think what it means is if say your premium every month is $300 then 80% of 300 or $240 has to be spent on medical stuff and can't be profit. But that just means they could now charge you $400 dollars and spend 320 on meds but now make $80 instead of $60. They do that to enough customers and their earnings wont be reduced. |

The fact is Mr Conrad we have the most expensive healthcare in the WORLD. period. because we have to make the middle men rich, we have made them so rich they can afford to own the media and control the information people get to make decisions. I would suggest that if you care to pass some time makeing comments that you should at the verry least inform yourself on the topics of the day. If our system is so damn good Mr Conrad why is it the most expensive in the world and yet we are ranked around 27th in terms of actual care? One can call the expense a tax and make it available to all who pay taxes or one can have the money taken out of your check by a corperation that insists on greater profits every year at the expence of your health. Personaly I would benefit from the way it is now because I pay like eighty bucks a month for a cadilac plan that has a mere ten dollar out of pocket expense to me at each dr visit. But I know people who cannot afford six or eight hundred dollars a month for a family plan and go without one. Pay the tax man who does not need to make a profit or pay a private corperation gambling on your health to make a profit, it realy is a no brainer wich one will be more ethical. With that my time spent educationg you is done for a while. Oh and mr Conrad in closeing, when they go for the old people who are no longer productive and decide to ax medicare and social security I will be out there speaking for you as well. We are all in this together even when it is unrecognised by the greedy and selfish among us, we all benefit from a descent society that attempts to take care of those who are less fortunate. |

According to Obama's own statistics, created Obamacare to help about 3% of the citizens. There were simple, free market solutions that would have improved the healthcare system, dropped the price of healthcare and re-inserted competition into the system. What he got is this monstrosity with "bombs" in it that are used to destroy private companies and hurt people. What would have been the harm in making it so that healthcare was tax deductible, PERIOD. Regardless of if it came through your employer or not. What would have been the harm in making it legal to buy health insurance from any health insurance company in the country, instead protecting insurance companies from competition? What would have been the harm in establishing some tort reforms to cap maximum damages? How about changing the law to make it so that the loser of a legal case has to pay the legal fees of the winner? People who were concerned about the healthcare of the 3% could form charities to assist with paying for their healthcare. Anyone not covered by their own insurance or by insurance provided by a charity could be put into a medicare type system. |
