I have been advised to go on the forum and chat with someone. my problem is how do I know someone will answer me ,or should I say 'how do I know someone is there or how long'?

You just post something and then check back later to see who has replied. You either post your own new topics or reply to someone elses. You wont ever know exactly who is reading or how long, its open to the public.

AND THEN YOU JUST KEEP COMING INTO THE FORUMS AND CHATTING, THAT WAY YOU GET TO MEET HEAPS OF PEOPLE. AND IF YOU READ THEM AND TAKE NOTICE YOU WILL SEE OUR PERSONALITIES AND WORK OUT WHO YOU LIKE.
