I don't get it, the man doesn't look like he is kicking the dog, just tapping him, what's the big deal? Clearly, the second "tap" was more forceful and likely would have been more so, if he could hsve reached him better. He could have sat down & petted the dog. My retort is.... It wasn't a big deal, as the guy only got wet.
