Raises legal costs exponentially on those who might run "negative ads" - on say, the Progressive incumbents - therefore, completely shutting grassroots out of the 2010 debate.

Grassroots voters are the opponent Progressive incumbents fear most - it is no coincidence that these are the people this law seeks to silence!

Forces broadcasters to extend the most favorable pricing and time slots
beyond candidates to the cronies of political parties and political action committees.
