This was copied from another site with the same question, and here is the answer:

"It's exactly like a tank top but most often it has a built in bra. The ones I buy do at least. You don't generally wear the for a top but for underneath something or... for dance. "

Camis, or camisoles were originally designed as underwear, they since have morphed to sleep wear and some women wear them as a top or under a jacket.

cotton, or nylon...for soft comfort underneath. Some plain, some frilly, yes, spagetti straps usually adjustable.

Camisoles used to be personally fitted undergarments that were extreamly feminine with delicate hand made tatting (lace), cut work, and needlework (occasionally boneing) that well finished young ladies wore for not only modesty, but to absorb perspiration, and improve the fit of outer garmets. Yes some camisoles were made for seductiveness with husbands especially grooms.

Unfortuneately, often made out of silk or at least high polished cotton, they became very expensive when mass produced bras became the norm. And nylon became popular in lingeria.

The cheap jersey ones you see now days are more an undershirt than a true camisole. Mass produced they fit poorly ride up, gap, and sag so not nearly as pretty or complimentary to a woman's figure as the true camisole. Spagetti straps became popular because they were cheap to make and with a uncomfortable bandeau under the breast they were some support when the tacky tube tops mercifully died out.
