It never loses meaning unless the person saying it has used the word more than the action behind it,like saying it like a robot, instead of looking someone in the eye and truly sensing that appreciation and commitment from the other.

It can feel like it's lost it's meaning, but I would think if you hear it, it can make you feel warm and fuzzy all over.
