Have a child when;
(1) You have the ability to know what you really want in life.
(2) You have your own skills to sustain your own living expenses and the child's. THe state, your parents, and the other parent can not be depended on. It may take two to create a child but more often than not it is one who raises them.
(3) You have a basic knowledge of child developement and like children, all ages, in general not just babies.
(4) You can cope with constant change in your life; frequently poverty.
(5) You can accept you are no longer going to be number one or maybe even number two ever again.
(6) You can work with people in your community; weather you like them or not; regards your child.
(7) You can love your child even if they do not love you back.
(8) You realize that a child might come through you but does not belong to you. That you keep them at the discreation of the state.
(9) That even when you do and excellent job you work yourself out of a job.
(10) That even when you do your best you may fail or your child can fail; maybe even perish.

IMHO most people do not even begin to understand these concept or have these abilities until they are in their middle twenties or older. Not everyone is meant to be a parent just because they can.
