I think a lot of countries take issue with ours due to the fact that we change presidents every 4-8 years, upsetting all sorts of apple carts with each new one that comes along. It's hard for those countries to take any promises seriously.
As for Chavez' statement.... we're all ignorant about something!! Doesn't mean Obama is an ignorant person.
