It is my understanding if you are blocked from a person you can nudge them and mail them.... but they will NOT receive them. Their profile is still very much viewable, if they are active.
If you are trying to reply to a mail and it says user deactivated.... that is all there is to it. They've deactivated their profile. |

If a member deactivates, their profile would say such as would any attempt at reaching them (email/nudge/et al)
If a member blocks you, I believe you would not know, as it appears your emails/nudges go through on your end but the recipient doesn't et them. |
