Back when, it was pay-offs made passing the envelope. In this new wireless age, money transfers can be made from across the world. They are all recorded and can be investigated. I doesn't matter how much the bid is, it's how much is paid, by the Contractor to the folks authorized to accept the bid. If Gov. cared to investigate, the might find Corps. like Haliburton have paid some Gov. officials some pretty hefty bonuses. My guess,it's already common knowledge up there in DC, payoffs are more active than Wall Street on it's best day. Do you think the rules won't matter then if they are paying bonuses? I'm interpreting that as money under the table. Are you meaning that? I was actually using the term bonus as sarcasm. I will call them bribes. |

the only problem I have with lowest bid contracts is that you get the lowest quality work with em Quiet, Do you really think that it means it would always be the lowest bid? When I take bids from contractors for my house, I don't take the lowest or the highest. This is the paragraph that catches me eye. Obama will say that his administration will stop outsourcing to private contractors many services that should be performed by government employees. He also pledged to open contracts to small businesses and eliminate "unnecessary" no-bid contracts that allow preferred contractors to take assignments even though they might not be the least expensive option. |

Any politician who has association with a Contractor who seems to win most of the Gov. contracts should be investigated, if only to clear them. If they aren't corrupt, they won't mind having investigators audit their bank accounts and other holdings to see if there have been illegal or suspect transfers made to them by said Contractor or middlemen/lobbyist. |

well, i think the 3.5 trillion dollars trumps $500 for a hammer any day. Not really. Not when you consider they buy 5 million hammers a year. And this is just one item and one consideration! When I was in the service we had our own cooks. Did you know that now they sub-contract the soldiers meals? How much does that cost? There are many ways and many programs that are now budgeted where we can trim the fat. Other ways than the 1.1 % spent to help those less fortunate! |

we both agree that $500 for a hammer is quite excessive, but ask yourself why they keep doing it. it would be pretty safe to say that all of the senators and congressmen know this is happening. i've heard about this phenomenon since i was a child. why have they not fixed this problem in the 39 years i have been alive? why is it that we just keep hearing about it happening? if it's a bad thing and it just keeps happening even when they know about it, there must be something in it for everyone who knows about it and is not stopping it. this would suggest that more people in our government is benefiting from it. that will be a hard thing to stop.
