1 thing i can honestly say ive witnessed men doin, but not women, is pissin themselves, so based on that, i would have to say men.

I believe the man does. A woman can still make relatively correct decisions. Men make "drunk" their excuse for everything

I've seen some rather intoxicated ladies lose a great deal of control at times. And I'm talking A LOT of control, too.
