Whichever is most sincere. If you do think you know them from somewhere it's fine to inquire, but if it's just a line, it's lame, & usually obvious.

Most of the guys that write me compliment me. For me, I send a greeting and usually state something that was on their profile just to get the conversation started.

Either a straight out compliment about their appearance, their car, whatever, or a comment about the present weather or something trivial will get the ball rolling if they are a friendly sort. Dirty looks are free and in abundance, so be ready for rejection if they take it the wrong way.

As long as the compliment is sincere, then that is better, but most women will know if it's just something off the top of your head.
