Maybe because a childs toes are short and pink, like little tiny pigs?????

I googled it, only thing interesting about it is it first appeared in print in 1725.
So its been around for a while.

Actually the rhyme was used to point out a child's toes to them and on the last one when it goes wee wee wee that is when they would get tickled kind of like to make them squeal like a little pig

It was not in fact calling the toes piggies just to get a child to recognize their toes in the process along with a nursery rhyme.
