you need two bowls for milk and cat food, a cat litter box and cat litter and a rug blanket or a place where she/he can sleep.

Investment shouldn't be more then 50$ to get her set up.

If you dont plan on keeping it you should look into safe housing options for the little mew mew.

A lot depends on how old the kitten is. Is it still trying to suckle? If so, your local Wal-Mart should carry kitten bottles and kitten formula. Also, you may want to talk to a local vet, many will give your first visit free if you've rescued an animal, such as it's first shots and deworming.

Also, the vet can tell you approximately how old the kitten is and recommend what to feed it based upon it's age, size, and weight.

If you love it and don't ignore it, the kitten will still be a loving cat when it's older...they only start ignoring you if you ignore them. Lucky you to have this little furr-ball to love :)

Generally speaking milk is not good for cats. Many of them are lactose-intolerant, and have problems digesting it.

However, if it's not throwing up or having diarrhea from the milk, they're probably okay with it.

That's how I ended up with a kitten. I had her for years.

Keep an eye out for fleas. I don't know, though, if the cat will have them if they've been out in the cold for a long time.

I would start her on kitten food soaked in kitten formula if she'll eat it. At one month old, she's not yet weaned and will take great comfort in suckling a bottle, plus the kitten formula will give her the nutrients she needs.

If you can't find kitten formula, try a local feed store for powdered goat's milk (although some feed stores carry kitten formula).

Especially in the cold, kittens need more calories and a higher fat content which is found in their mother's milk. Cow milk will literally starve them of nutrients as it's mainly water (what you get at a store, if it's farm fresh, that's a different story).

If she has teeth she should be OK without bottle feeding, I'd buy a can of kitten formula & moisten dry kitten chow with it. Canned food is a good supplement but you don't want to spoil her with too much of it.
When you can't be watching her make sure she is closed in the same room with the litter box for a few days, just until you sure sure she's using it.
Get her to a vet ASAP she needs to be checked out. Cold & stress are dangerous for such a little kitty.
She was lucky you found her & want to do what's best for her! Good luck.
