Have you discussed the situation with him? Does he know you have concerns? Do you think that with a little extra effort from each of you that this can be worked out? Do you still care for each other?

Actions speak louder than words. How does he act? Does he treat you well? If it concerns you and you've been together 9 years you should be able to talk to him about it. If you are too afraid to talk to him, then your relationship has more problems than just him only saying he loves you once.
