#1 Dont be shy. Women expect men to be the assertive, first step ones. Just go for it, dont think too much about it. You have a 50/50 chance. If she says no, at least you dont have to wonder what would have happened if you asked instead of the next guy.

Just talk to her. Don't even ask her out at first. Get a conversation going. Then I'm sure the right moment will come. Something like, "I really enjoyed our conversation, would you like to get together sometime for coffee?" Or...if you already know her, then just find something that you both like...if it's a concert, just say hey, I have tickets to such & such concert, wanna go? Make it casual, not a huge deal. Otherwise you'll embarrass both of you.
