I'd say yes actually only if they are the silent type. People with outgoing personalities tend to distract others from noticing what they are wearing.

I think you may pick up a few perceptions -- and they may not always be accurate. But it's the same thing that can happen with the way they talk, or the people they hang out with. Generalizations are easier than having to think on a case-by-case basis.
