As far as I can tell this is old news (perhaps 2010 or 2014?). I cannot find anything recent. The first thought that came to mind was Fukushima. In any case, your link does not work. The trailing forward slash prompts a 404. You should check out Drupal, as it has a multisite setup. There is also something called ModX which might be useful for what you're trying to do, though it is a much more advanced CMS.
