There is a difference..
hanging out is informal, just passing the time with someone that maybe you dont have a "chemistry" with..
dating is being with someone you may have a romantic interest in.
Anyway thats my opinion..
as an example, I have a buddy who calls me to go have a drink, he pays, its not a date but we are hanging out..I guess its all in your perception
