I had something simular happen to me when I lived in Florida and my rent was drasticlly reduced while they worked.... Yea... your apartment wont tell you about it...so your gonna have to make the call.. The houseing authority will make a call or come to visit and that alone usually scares them into compliance..... go over your lease also... Im sure it says nothing about displacing you as a tenant while they fix up thier building...If they are going to make repairs it needs to be done before or after a tenant moves in or out.
