I think governments will tend to use any excuse they can find to exercise more influence over a given population; that's just the nature of the beast. Junk science aside, I'm suspicious on that basis alone.

Just my 2 cents, but as long as you don't use very hot water, and you give it sufficient time (days) to dry, submerging your keyboard actually is the most thorough way to clean it. If you disable the heat cycle, you can even put it in the dishwasher.
