It's a logistics issue, especially getting all the equipment to the island since mostly everything is destroyed. The military (as I seen in Travis where I'm at right now) is doing everything we can to push all the support we can to get everything in that area.

If you want some one to blame, blame the mayor and the unionize workers. Military support operations come to a complete halt when you got some one like that finding to to point the blame at others than just getting it done. We already see in maintenance how something can get political can hold a job for hours when it takes 20 min to complete. We don't need politics here, just let us do the dam job
