Taking this question further, if you decided that you would or would not nuke another country, what would be some of the factors you would take into consideration, e.g. religions, skin color, poverty level, population, personal dislikes of a certain culture or sub culture, etc.

I would not think of doing anything like that to my worst enemy, as there are always innocents that will and do suffer! It just makes for more trouble, as the rest of the world community raises an eyebrow!
