An alternative way to block someone who has not sent you a mail would be to click on the 'Report' text to the right of their picture, not necessary to fill in a reason but you can then click on 'Block this person'.

It's not possible to block everyone who is not in your state, all you can do is edit your search criteria to be within a certain distance of you. That will limit the people who will show when you perform a search. You can also click on 'Advanced search' to further limit your searches by other factors like age, height, etc.
