What does it mean when you reply to someone's message, and this notification comes up: 'This user is no longer active?' And then your reply won't send.

It means they are gone from the site. The user either deactivated themself or the site banned them

That's what I thought, but it's happened with the same people several times - they come back later and send mail.

I'm guessing these people are deactivating themselves and reactivating every time they get on the site.

If the same profile came back, then they deactivated and then reactivated themselves
