It's a complicated subject from a programming standpoint. I have an account on ilikeyou.com which is from the UK or Europe. They have no concept of states, only city. Here in the US we might have 6-10 states with the same city name. Some of us have started using a zip code in place of city, at least it's unique and you can look it up to see where it is.

Geolocation, mostly from phones with GPSes could change all that. It would need to be written into the site's software, but potentially it can read a user's latitude and longitude. And you can calculate an approximate distance between 2 points. Cities and states don't matter in that case.

Verification of location is another matter. A scammer in Ghana can say they're anywhere and it might end up within 5 miles of you. Pictures are stolen from Facebook or wherever. That 20 year old cute blonde 20 miles away can be some 50 year old guy in an an internet cafe in Accra. I got scammed, now it's kind of a sport to spot fakes and report them. Look up the picture with Google Images before you get very serious. I've been at this about 3 years. Don't get paid a dime for it and I haven't met anybody either. It's like shooting rats at the dump.
