if it is solid runs good and the interior is decent not to bad after all no matter what you get it needs work cause people are never satisfied they always want to make it better

Highly unlikely that you'd find even an extremely rough hemi car for $28k. The values have shot up through the roof over the last decade making most muscle cars unattainable for the average buyer.
