The contemporary term false flag describes covert operations that are designed to deceive in such a way that the operations appear as though they are being carried out by entities, groups, or nations other than those who actually planned and executed them.

do you mean a "red"flag? meaning something appears not right by your instinct or knowledge about an event or situation.
"there were red flags in the politicians explanation of his involvement in the scandal"

it's like saying that the Boston bombing was staged by the CIA and made it look like the radical muslims did it, usually for a particular reasons...
