Sex is pretty much started as soon as you say hello to someone you're attracted to.

Flirting, coy glances, laughing, touching their hand, etc.
It's all based on sexual desire.

At absolutely no point in an average human beings life are they completely removed from sexual impulse where they say "You know, I just had a thought, came out of nowhere, but I am going to start the sex now if you don't mind."
And there is never a response of "Hmmm. I've had absolutely no attraction impulse whatsoever, I've been sitting here cogitating rationally, but since you brought it up and I think upon it I will agree and respond to you starting the sex."

What starts sex is subconscious and no one pays attention to it, it builds until it spills over into the conscious.

No one will ever "really" know who started it.

Might as well try to find the specific butterfly in Africa whose wings created the hurricane that flooded New Orleans.

It's not really shyness that keeps women from "starting" sex.
That's just the socially trained means of communicating the built in understanding that sex leads to things like pregnancy, which is a handicap to running away from lions, warring tribes, performing manual labor, messes up with hormones, screws around with the immune system, causes a lot of trauma and potential blood loss.
It's great medical technology has reduced the dangers.
But sex, love, pregnancy, dangers, have been around far longer than effective medicine.


So really

It doesn't matter.
Sex is going to start and happen no matter who starts it.
"Should" is a pointless question.

I think Bill Clinton would have a hard time agreeing with your definition of "what sex is"

So, your question on who should start sex, in your case.. I think you do... no partner required. Just do it... in privacy, of course.
