When you see someone online that you want to chat with, there is a blue tab right above where their pictures and friends are that says "instant message". Its on the right hand side of the screen and only appears when members are online. You click that, it'll bring up a new window where you can send the person a message and then it'll tell you that its trying to contact the person and/or if the person accepts your IM.

I wish it was that easy but then again, thats why we can send free mails to the person which is nice too. I forgot to mention that if you IM someone, and they have blocked you for some reason after seeing your profile, when you try to send the IM it will tell you that your blocked and it will show a blocked sign on the upper right hand corner of the IM screen over the persons picture.
