Yes, I understand it is meant to complement the Torah.

It does seem like a general guideline relative to the time-period though.

After all... It actually mentions names of people who are long since deceased.

Well, as an example it doesn't fixate on 'why' the number of people that would be on the jury, but it does mention it must always be an uneven number so that there can be no ties.

Perhaps it was the number of available elders at the time that could be made available.
