Why do some people shout/yell when they are supossed to talk normally? what does it mean? my ex used to do that sometimes ..not yell but was very loud....it's also to draw attention

Have you ever lived next door to any Italian or Mexican families - in their neighborhood - within their block? Those people all are singing/playing their music or speaking - all at the same exact time - at the top of their lungs & the volume turned way up with their music blaring in the back ground! I have a tendency to laugh at angry people.. . Which, has a tendency to make them more angry. Which, of course, causes me to laugh even more. It's a vicious cycle.
