Collect all 120 stars, then go to the top of the castle. Once you're there grab one of the 1-ups then talk to Yoshi and get 99 lives. After that grab the last two remaining lives. You should have 101 magically now. After that, a painting will appear on the back of the castle tower. Go in it and you will be confronted by Bowser's Brother, beat him and you'll unlock Luigi in the next new game you start. But you must erase this file first.
