Is there a site where I can meet woman from the Philippines visiting the states before I decide to go there?

I would suggest that you ask Google about that but my guess would be no and that they expect you to go there. All that I know about it is that I went on a site for meeting eastern European women once and that's how it worked and people that organise these things in these countries run mixers for dudes from western countries to go over there and meet ladies that are looking for a man.

Be careful, most of the websites like that are scams... if you really want to meet people from other places..... Go there! ( I might suggest Romania... beautiful women... somewhat conservative)

i met my last gf on here, she was already married so she was able to travel here, but usually you want to go there. ..,Men will see you walking down a street, come out of thier houses and try to GIVE you thier daughters.
