I wouldn't worry about it. It's virtually impossible to enforce. Most phones are equipped with headphones and can be placed on vibrate. Also if you're actively seeking work, it makes no sense to not answer your phone

lol. i meant phones have been taken out so jobseekers cant ring about social fund loans, delayed payments etc. everything has to be done online now

I think it's great! People will no longer have to make that trip to the offices. Less of a strain on public transport, smaller carbon footprint, less queuing, less confrontation. The irony is, they'll need less staff. So many of them will soon be in need of the services they were once employed to provide
