sounds like you might have meal bugs....they hatch in things like flour or anything food wise left open or uncovered.

Are they maggots? Did a mouse get in and then croak in the cabinet? I would get out the bleach, and then for safety, put out a few mouse traps, just in case. Im no exterminator, im just trying to help.

They could be either one...maggots (which tend to be on meat or meat products.....or meal worms that tend to be in flour based products).......either way...clean out the cupboard, find where they are coming from and throw it away! Then break out the Bleach! And I truely agree w/ EEEEEEWWWWW..LOL

are you sure that they are white? there are meal worms that ARE brown WITH some white.LYSOL the cupboards AFTER 2 scrubbings of bleach/lysol mix of 40:60(bleach being the higher #).
