If you are trying to IM someone who has their IM turned off that may be why it is doing that.

And As I said it could be your Pop Up Blocker

Sometimes your pop up blocker will block the windows. Try disabling it to open the window then once it opens enable your pop up blcker again

Probably pop up blocker. Possibly firewall (some of them do that). If you have a pop up blocker, try adding this site to your safe list. Same with the firewall.
