If it is a case where the incumbent is pretty sure he/she is going to lose the next election, he/she could retire and let a scandal free Democrat run the next race. This trick might keep the Democrats from losing as many races.

Also Republican Senator Colburn who was a good Senator announced he is retiring this year, two years before his term is up. His canger is back and doesn't look good.
