Have 3 meals to offer for breakfast today:

1.....Rex 84: short for Readiness Exercise 1984, was a plan by the United States federal government to test their ability to detain large numbers of American citizens in case of massive civil unrest or national emergency. Exercises similar to Rex 84 happen periodically.[1] Plans for roundups of persons in the United States in times of crisis are constructed during periods of increased political repression such as the Palmer Raids and the McCarthy Era. For example, from 1967 to 1971 the FBI kept a list of persons to be rounded up as subversive, dubbed the "ADEX" list

2.....Operation Garden Plot
Under this plan for the deployment of Operation Garden Plot, the use of CIDCON-1 will be mandatory. This direct support of civil disturbance control operations is to be used by the Army, USAF, Navy, and Marine Corp. with an airlift force to be comprised of MAC Organic Airlift Resources, airlift capable aircraft of all other USAF major commands, and all other aerial reconnaissance and Airborne Psychological Operations. This is to include control communications systems, aeromedical evacuation, helicopter and Weather Support Systems.

If any civil disturbance by a resistance group, religious organization, or other persons considered to be non-conformist takes place, under Appendix 3 to Annex B of Plan 55-2 hereby gives all Federal forces total power over the situation if local and state authorities cannot put down said dissenters.

Annex A, section B of Operation Garden Plot defines tax protesters, militia groups, religious cults, and general anti-government dissenters as Disruptive Elements. This calls for the deadly force to be used against any extremist or dissident perpetrating any and all forms of civil disorder.

2 TAB A APPENDIX 1 TO ANNEX S USAF CIVIL DISTURBANCE PLAN 55-2 EXHIBIT POR:SGH, JCS Pub 6, Vol 5, AFR 160-5 hereby provides for America's military and the National Guard State Partnership Program to join with United Nations personal in said operations. This links selected U.S. National Guard units with the Defense Ministries of "Partnership For Peace." This was done in an effort to provide military support to civil authorities in response to civil emergencies.

3.......Operation Cable Splicer
Operation Cable Splicer is a subprogram of the Rex 84 Program, which "was established on the reasoning that if a 'mass exodus' of illegal aliens crossed the Mexican/US border, they would be quickly rounded up and detained in detention centers by FEMA. Rex 84 allowed many military bases to be closed down and to be turned into prisons."

Operation Cable Splicer is "the program for an orderly takeover of the state and local governments by the federal government. FEMA is the executive arm of the coming police state and thus will head up all operations. The Presidential Executive Orders already listed on the Federal Register also are part of the legal framework for this operation."

EXECUTIVE ORDER 10998 allows the government to seize all means of transportation, including personal cars, trucks or vehicles of any kind and total control over all highways, seaports, and waterways.

EXECUTIVE ORDER 10999 allows the government to take over all food resources and farms.

EXECUTIVE ORDER 11000 allows the government to mobilize civilians into work brigades under government supervision.

EXECUTIVE ORDER 11001 allows the government to take over all health, education and welfare functions.

EXECUTIVE ORDER 11005 allows the government to take over railroads, inland waterways and public storage facilities.

EXECUTIVE ORDER 11051 specifies the responsibility of the Office of Emergency Planning and gives authorization to put all Executive Orders into effect in times of increased international tensions and economic or financial crisis.

EXECUTIVE ORDER 11310 grants authority to the Department of Justice to enforce the plans set out in Executive Orders, to institute industrial support, to establish judicial and legislative liaison, to control all aliens, to operate penal and correctional institutions, and to advise and assist the President.

EXECUTIVE ORDER 11049 assigns emergency preparedness function to federal departments and agencies, consolidating 21 operative Executive Orders issued over a fifteen year period.

EXECUTIVE ORDER 11921 allows the Federal Emergency Preparedness Agency to develop plans to establish control over the mechanisms of production and distribution, of energy sources, wages, salaries, credit and the flow of money in U.S. financial institution in any undefined national emergency. It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months. The Federal Emergency Management Agency has broad powers in every aspect of the nation. General Frank Salzedo, chief of FEMA's Civil Security Division stated in a 1983 conference that he saw FEMA's role as a "new frontier in the protection of individual and governmental leaders from assassination, and of civil and military installations from sabotage and/or attack, as well as prevention of dissident groups from gaining access to U.S. opinion, or a global audience in times of crisis." FEMA's powers were consolidated by President Carter to incorporate the National Security Act of 1947 allows for the strategic relocation of industries, services, government and other essential economic activities, and to rationalize the requirements for manpower, resources and production facilities. 1950 Defense Production Act gives the President sweeping powers over all aspects of the economy. Act of August 29, 1916 authorizes the Secretary of the Army, in time of war, to take possession of any transportation system for transporting troops, material, or any other purpose related to the emergency. International Emergency Economic Powers Act enables the President to seize the property of a foreign country or national. These powers were transferred to FEMA in a sweeping consolidation in 1979. It looks like a scenario for an extreme situation. I think we are unlikely to go into such a condition soon. However if such a situation were to exist there would have to be some sort of backup plan. As to whether this particular plan would be appropriate, well it looks pretty extreme to me. Blinders? I'm not so concerned with the nature of the plan in and of itself, I'm more concerned that steps could be taken to artificially drive us into such an extreme situation and that in that case such an extreme plan would be the only backup plan. Seems to me there are emergencies that would require something less than marshaling the people into cages.

Call to mind in the book 1984 Orwell's suggestion "There will be constant news about foreign wars, making it clear that the government must take extreme measures to protect the population's security form seditious forces". That was a paraphrase rather than an exact quote, I don't have time to read the book and find the exact words.

Best interest? Yes I'm sure those guys are calling me out by name and saying that it is my interests in particular that they need to watch out for. I was raised to this lofty position by some inexplicable quirk of fate. Eat your heart out.

---------------------------------------------------------------

You should always eat Breakfast, it is the most important meal of the day.

---------------------------------------------------------------

davinci1952 said "EXECUTIVE ORDER 10990 allows the government to take over all modes of transportation and control of highways and seaports."

---------------------------------------------------------------

No, it doesn't. It was signed into Law by JFK and established the Federal Safety Council, which is an advisory council to the Department of Labor. As an advisory commitee, it has no real power, other than to research job safety.

---------------------------------------------------------------

davinci1952 said "EXECUTIVE ORDER 10995 allows the government to seize and control the communication media."

---------------------------------------------------------------

Another EO signed in by JFK that created the office of Director of Telecommunications Management and gave that office the ability to control Government use of radio frequencies. The Director of Telecommunications Management only has control over the Radio frequencies used by the Government as Section 7 explicitly prevents the Director of Telecommunications Management from interfering with FCC controled fequencies.

---------------------------------------------------------------

Davinci, I only looked at the first two EOs that you mentioned. I strongly suggest that you look them up each in turn, because the first two from your post don't do what your source claims they do.

Am I reading that the topic was not well researched? Any truth to this? If this stuff was created during the Kennedy administration you would think their motivation was the fear of pending nuclear annihilation. There was a huge nuclear threat during the period.

Puzzled.

Sometimes sources like to be alarmist and to do so they dig up arcane historical issues which may no longer be either relevant or applicable. I am wondering if this is such a case. Not trying to to put on blinders here, just to take off the tinted lenses.

Much of the fear and hype about the Federal Reserve falls in this category. And yes I have researched the matter.

Do you suppose the Fed might be persuaded to loan me a few billion, just to make ends meet? The entire economy might collapse if I default, after all. Maybe I should get a DAB, Mike's Mobile Bank and TrustMe

Now I've been reading this twice, and if my enlish doesn't let me down completely, I tend more to davinci's explanation than to spiders. But then, I suppose a lot of this is perspective and what one want to read into or out of it.

Executive Order 10995
ASSIGNING TELECOMMUNICATIONS MANAGEMENT FUNCTIONS

From what you posted Invisible, it looks reasonable to me. I am wondering why it was included in DaVinci's post as some nefarious activity. If 10990 for the transportation system looks like that I'm going to be close to tossing the entire post as poorly conceived or perhaps conceived as so much smoke up the sss for someone's peculiar purposes and inadvertently passed on by DaVinci.

Perhaps you can shed some more light on this stuff DaVinci?

I am sure that all of this was put into effect in case of a nuclear war or some other catostrophic event. Like most government contingency plans, once written it was placed on the shelf and never updated or changed over the years. Now someone has taken it down and defined it as a sinister plot for a complete government takeover. I am sure there are limitiations on when and how the plan could be implemented, but that is never addressed. In the event of a major disaster it is better to have a plan in place than to run around with your thumb stuck in your rectum trying to play it by ear.

Well it is Monday and we need a new conspiracy theory and since it is a new week remember to change the tinfoil in your hats. laugh
