You can't shut down every server on the internet, but you can shut down the routers that direct the flow of traffic.

This I understand.

To shut down all the servers you would have to shut down every computer in existence. Anyone can make their own computer into a server. It would be like shutting down the entire grid.

If signed into law, this controversial bill, which the American media dubbed the kill switch bill, would grant the President emergency powers over the Internet. Other parts of the bill focus on the establishment of an Office of Cyberspace Policy and on its missions, as well as on the coordination of cyberspace policy at the federal level.

If national security were to be severely threatened by a cyber attack, broadband providers, search engines, software firms and other major players in the Telecommunications/Computer/Internet industry could be required to immediately comply and implement any emergency measure taken;[5] for most of the month of June, media coverage of the bill insisted on this so-called 'kill switch' provision, said to be included in the bill.[6]

Section 249 of the bill states that "the President may issue a declaration of a national cyber emergency to covered critical infrastructure," in which case a response plan is implemented.[7] This plan shall consist of "measures or actions necessary to preserve the reliable operation, and mitigate or remediate the consequences of the potential disruption, of covered critical infrastructure". they are going to make all the broadband companies shut off in the event of an "emergency"... seems stupid, but they want to control all the information, so we are in the dark if something does happen in another part of the country... seems like another part of the police state thats slowly happening...

Considering that legislators are basically pretty clueless about the Internet in that in regards to the wikileaks files that were stolen and released, so clueless in fact that they demanded the files "be returned" I am not too worried about what the government thinks it can do to shut down the Internet.

No "kill switch" exists.
