It is not surprising that Florida would come up with that first. Florida is the central hub of American drug lords and illegal drug and gun trafficking. Naturally they don't want drones spying on their operations. They receive and ship drugs and guns back and forth to south America constantly using small aircraft companies and airports that they themselves own. Florida is the home state for criminals and smugglers. Mostly the Bush family.
