they are densely feathered because they live in extreme cold - note that penguins in somewhet warmer (but not a lot warmer climates) will be very slightly less feathered....that is why they are overdressed

and the males have those fancy crests and facial feathers because they are BIG FLIRTS

not unlike people who dress up to go out and attract the opposite sex in bars

not because they are shifty

they do incubate their aggs on top of their feet , so when they look like they are hiding something, that's prolly why

just being protective parents!
